2026年7月1日，中共正式實施《民族團結進步促進法》。這部法律以「民族團結」之名，實質上進一步強化對藏人、維吾爾人、蒙古人及其他少數民族的思想控制、語言同化、文化壓迫與宗教打壓，將中共多年來的民族同化政策法律化、制度化；同時又以所謂「域外管轄」之名，為中共跨國鎮壓海外民主人士、民族抗爭者與異議群體提供法律包裝。
西藏人民長期承受中共高壓統治。從宗教信仰遭到嚴密控制，到藏語教育與民族文化被不斷削弱；從寺院、僧侶與信眾遭受監控，到藏人兒童被納入同化式教育體系；從西藏傳統生活方式被破壞，到藏人表達民族身份與信仰忠誠都可能遭受打壓，中共正在以國家機器系統性地摧毀西藏的宗教、語言、文化與民族尊嚴。
《民族團結進步促進法》並不是保護民族平等與尊嚴的法律，而是中共將民族同化、思想管控與政治鎮壓進一步制度化的工具。它所謂的「團結」，不是基於自由、平等與尊重，而是要求各民族服從中共的單一政治敘事；它所謂的「進步」，不是保障少數民族文化生存，而是以「中華民族共同體」之名消解各民族原有的歷史記憶、語言傳承與信仰根基。
2026年7月2日，藏人自由抗爭者洛嘎讓贊在紐約聯合國總部附近，以令人沉痛的極端方式表達對中共暴政的抗議，喚醒世界關注西藏人民長期遭受的壓迫與苦難。他的離去令人悲痛，也讓我們更加看清中共暴政對人性、信仰、文化與自由的摧殘。我們悼念洛嘎讓贊，不是鼓勵任何形式的自我傷害，而是呼籲世界聽見藏人被壓迫的聲音，看見西藏正在承受的苦難。
中共的壓迫不只發生在西藏，也發生在新疆、南蒙古、香港以及中國每一寸土地上。中共以「國家安全」「民族團結」「社會穩定」為藉口，打壓言論自由、宗教自由、新聞自由、集會自由與民族文化生存權。藏人、維吾爾人、蒙古人、香港人以及所有中國人民，都是中共極權統治下的受害者。
我們在此舉行抗議與悼念活動，反對中共以法律之名推行民族同化，悼念藏人自由抗爭者洛嘎讓贊，聲援西藏人民爭取自由、尊嚴、信仰與民族文化生存權的抗爭，也聲援所有被中共壓迫的民族與人民爭取基本人權與民主自由的努力。
我們呼籲國際社會關注中共《民族團結進步促進法》對西藏、新疆、南蒙古等民族地區的嚴重威脅，譴責中共對藏人宗教信仰、語言文化與民族身份的系統性迫害，並關注中共將此惡法延伸至海外、打壓流亡社群與異議人士的危險趨勢。
反對民族同化惡法，反對跨國鎮壓。
停止迫害西藏人民，停止摧毀藏人文化。
捍衛宗教自由，守護民族尊嚴。
審判中共，追究罪責。
願洛嘎讓贊安息，願西藏自由。
願新疆自由，願香港重光。
願中國人民終得民主與自由。

On July 1, 2026, the Chinese Communist Party officially implemented the Law on Promoting Ethnic Unity and Progress. In the name of “ethnic unity,” this law further strengthens ideological control, linguistic assimilation, cultural repression, and religious persecution against Tibetans, Uyghurs, Mongols, and other ethnic minorities. It legalizes and institutionalizes the CCP’s long-standing policy of ethnic assimilation. At the same time, under the so-called principle of “extraterritorial jurisdiction,” this draconian law provides legal cover for the CCP’s transnational repression of overseas democracy activists, ethnic freedom advocates, and dissident communities.
The Tibetan people have long endured the CCP’s high-pressure rule. Their religious beliefs are tightly controlled; Tibetan-language education and ethnic culture are continuously weakened; monasteries, monks, and believers are placed under surveillance; Tibetan children are absorbed into an assimilationist education system; traditional Tibetan ways of life are being destroyed; and even expressions of Tibetan identity and religious devotion may be subject to repression. Through the machinery of the state, the CCP is systematically destroying Tibet’s religion, language, culture, and ethnic dignity.
The Law on Promoting Ethnic Unity and Progress is not a law that protects ethnic equality and dignity. Rather, it is a tool by which the CCP further institutionalizes ethnic assimilation, ideological control, and political repression. Its so-called “unity” is not based on freedom, equality, and respect, but on forcing all ethnic groups to submit to the CCP’s single political narrative. Its so-called “progress” does not protect the survival of minority cultures; instead, under the banner of the “Chinese national community,” it seeks to erase the historical memory, linguistic heritage, and spiritual foundations of different peoples.
On July 2, 2026, Tibetan freedom activist Lobga Rangzen, near the United Nations Headquarters in New York, expressed his protest against the CCP’s tyranny in an extremely tragic and painful way, awakening the world to the long-standing oppression and suffering endured by the Tibetan people. His passing brings profound sorrow and once again reveals the CCP regime’s destruction of humanity, faith, culture, and freedom. We mourn Lobga Rangzen not to encourage any form of self-harm, but to call on the world to hear the voices of oppressed Tibetans and to see the suffering that Tibet is enduring.
The CCP’s oppression does not take place only in Tibet. It also takes place in Xinjiang, Southern Mongolia, Hong Kong, and across every inch of China. Under the pretexts of “national security,” “ethnic unity,” and “social stability,” the CCP suppresses freedom of speech, freedom of religion, freedom of the press, freedom of assembly, and the right of ethnic cultures to survive. Tibetans, Uyghurs, Mongols, Hongkongers, and all the people of China are victims of the CCP’s totalitarian rule.
We gather here today for a protest and memorial event to oppose the CCP’s ethnic assimilation in the name of law, to mourn Tibetan freedom activist Lobga Rangzen, and to stand with the Tibetan people in their struggle for freedom, dignity, faith, and the survival of their ethnic culture. We also stand in solidarity with all peoples oppressed by the CCP in their efforts to pursue basic human rights, democracy, and freedom.
We call on the international community to pay close attention to the grave threat posed by the CCP’s Law on Promoting Ethnic Unity and Progress to Tibet, Xinjiang, Southern Mongolia, and other ethnic regions. We condemn the CCP’s systematic persecution of Tibetan religious belief, language, culture, and ethnic identity. We also call attention to the dangerous trend of the CCP extending this draconian law overseas to suppress exile communities and dissidents.
Oppose the draconian law of ethnic assimilation. Oppose transnational repression.
Stop persecuting the Tibetan people. Stop destroying Tibetan culture.
Defend religious freedom. Protect ethnic dignity.
Put the CCP on trial and hold it accountable for its crimes.
May Lobga Rangzen rest in peace. May Tibet be free.
May Xinjiang be free. May Hong Kong be restored.
May the Chinese people finally achieve democracy and freedom.
May all peoples oppressed by the CCP finally obtain freedom, dignity, and justice.
